I am trying to remember a movie I saw a long time ago. I can’t
recall the name of it, or when it was filmed (maybe late 90’s)
but one of the vehicles used in it was a Jeep Grand Cherokee (I think post-1996 model)

There was a scene (that I will try to recall to the best of my ability) where the driver of the Jeep is traveling down a road, and is shot with some kind of high powered weapon. The driver dies instantly and his/her body slumps onto the steering wheel (apparently because the horn starts blaring) the Jeep Grand Cherokee slowly wanders off the road (horn still blaring) and blood starts dripping from the drivers door. The Shooter then writes something on the window of the Jeep in the blood that was coming from the door.

That’s all I remember, and that may not be entirely accurate. I tried searching for it here on this site (may not be on the IMCDb yet) but didn’t find a movie that looked like the one I’m looking for.

Do you remember what genre the movie was? Or who starred in the movie?

I think it was a (Thriller/Action/Mystery) type of film. It wasn’t a horror film or anything like that. And I have no clue as to who stared in it ...

If I remember right there were two men in the woods, the guy with the gun/rifle shoots the driver of the passing Jeep Grand Cherokee from far away. The other guy who is searching for the shooter (I think) hears the horn of the Jeep. He follows the sound of the horn until he finds the Jeep which has run off of the road and into a bank of dirt. I think they were in the mountains maybe.

my first thought was Breakdown ( http://www.imcdb.org/movie_118771-Breakdown.html ) but i think the Jeep just breaks down and his wife is kidnapped, so Kurt Russell tries to hunt down the guy in the semi to find her.

It's not Breakdown, besides, that film takes place in the Arizona desert.
